are the objects and remaining characters after the line up were placed randomly on the rooms or by strategic meanings?

Players take turn placing one token at a time in the rooms.
Remember that there is a limit of 2 tokens by room adjacent to the starting line and 3 tokens in each of the 4 middle rooms.
